Mission: Pensionable. 2025 Member Survey Results

This message will not self-destruct in five seconds – but it will break down how Members feel about their experience with FPPA.

Operation: Member Survey 2025
Objective: Assess satisfaction, confidence levels, interest in retirement, sense of security, and the overall value of FPPA membership

FPPA conducts recurring satisfaction surveys targeting a random selection of active and retired Members. While this survey was previously conducted every other year, beginning this year it will now be administered annually to help us more closely monitor and respond to Member needs. As a refresher, access the survey debrief from our previous survey in 2023 here.

In early April, the 2025 survey was sent to over 6,000 Members and included about 10 questions. Out of those who received the survey, about 9% chose to accept the mission to provide feedback. The makeup of this year’s survey respondents leaned towards retirees (69%) over active Members (31%). We also heard slightly more from firefighters (56%) than police officers (44%). Despite these skews, the responses were well-balanced and gave us a meaningful and representative look at our membership.

The intel is in. The mission-critical survey is complete. And the results? Let’s just say they’re highly classified… but too good not to share.

Under Surveillance: Active Members Level of Confidence and Interest Equalizing

Heist scene from Mission Impossible. Ethan Hunt balances above the floor on a wire.

We asked active Members to rate, on a 0 to 100 scale, both their confidence in being able to retire someday and their current interest in retirement planning.

  • Confidence in retirement: 84 out of 100, consistent with 2023.
  • Interest in retirement: 86 out of 100, a slight dip from 2023, reflecting ongoing concerns around the economy and having “enough” to retire.
Confidence and interest in retirement planning (2019-2025): Confidence declines from 92 to 84, interest drops from 92 to 86.
Question: On a scale of 1-100, how confident are you that you will be able to retire someday?
Question: On a scale of 1-100, how interested are you in planning for retirement right now?

Elite Operatives: Retirees Feel More Secure in Their Retirement

When retirees were asked, “Do you feel secure in your retirement?” 78% responded yes, a modest improvement over 2023. While not yet back to earlier survey highs, this upward trend is encouraging and suggests that positive investment returns and benefit enhancements in recent years have had a positive impact.

Question: Do you feel secure in your retirement?

Target Acquired: Members Report Their FPPA Membership To Be Valuable

We’re proud to share that 91% of survey respondents agreed or strongly agreed with the statement, “My FPPA membership is valuable to me,” up from 87% in 2023. These results are in line with previous years and reinforce our mission: to prudently invest Members’ retirement funds, administer benefits impartially, and efficiently provide high quality service.

Bar chart from 2019 to 2025 showing opinions from "Strongly Disagree" to "Strongly Agree"; "Strongly Agree" remains highest at 52%-57%.
Question: Please indicate your level of agreement with the following statement: My FPPA membership is valuable to me.

We closed the survey with a new question: “What inspired you to become a first responder?” Across both fire and police Members, responses were remarkably consistent and heartfelt.

Chart comparing reasons for joining Fire and Police inspiration to become a first responder, highlighting "Desire to help others" as the top reason.
