About FPPA

The Fire & Police Pension Association (FPPA) was established in 1980 pursuant to Colorado statutes. FPPA administers a statewide multiple employer public employee retirement system providing defined benefit plan coverage as well as death and disability coverage for police officers and firefighters throughout the State of Colorado.  

A nine-member Board of Directors appointed by the Governor governs FPPA. Three directors are members, three directors are employers, and three directors come from the state’s financial or business community. The plans administered by FPPA cover over 30,000 active members. FPPA works with over 300 city, special district, and county employers.  

Net investible assets approximately total $8 billion in market value. Located in Denver, CO, FPPA employs 70 total staff members. Position Summary

The Deputy Executive Director is hiring a new General Counsel. The General Counsel has overall responsibility for the provision of legal services to FPPA. This position performs or coordinates all professional legal work in support of the organization. Assignments will be directed by FPPA’s Executive Director, Deputy Executive Director, Board of Directors, and committees of the Board. 

The General Counsel independently performs legal research, reviews and drafts legal documents, prepares formal and informal opinions, and represents FPPA in several forums. The General Counsel will assign legal work to internal and outside counsel as may be required due to a need for specific expertise, bar admission requirements, or to meet project deadlines.  

Qualifications Summary

To be successful in this position you must have the minimum of an LLB or JD from an accredited law school, license to practice law in the State of Colorado, and a minimum of five years of professional legal experience. Experience in legal matters associated with the administration of a large public pension plan fund including experience in pension law, administrative law, business law, human resources law, civil litigation, public sector law and investments. Public pension plan experience and supervisory / administrative experience preferred. 

Demonstrated ability to perform independent research of relevant law, to analyze and evaluate the facts and law of legal questions and provide sound legal advice in congruence with Association mission, vision and values.  

Demonstrated ability to communicate effectively in multiple formats. Comfortable with technology and MS Office.  

Demonstrated ability to be effective within a team environment.  

Supervisory and administrative experience is preferred.

Salary and Benefits

The salary range for this position is $255,000 ‐ $325,000 with an annual incentive target of up to 15% of base salary. Includes group medical, dental, vision, 401K, 457, defined benefit through Colorado PERA, life insurance and long‐term disability.
