Extra, Extra! Read All About It!
2025 was packed with headline-worthy moments for FPPA. The ink is still fresh, so let’s recap before we turn the page in this edition of FPPA Year in Review. We’ve compiled what made this year one for the history books, including new 75% payment options, launching an updated corporate website, and being named a certified Great Place To Work®.

Above the Fold: Member and Employer Contributions
This year, the Employer Solutions team processed 7,440 payroll files, totaling $441.9 million in contributions into FPPA’s plans. That’s an average of 1,240 files per team member!
Special Report: Benefits Paid
We paid monthly retirement benefits to 11,513 retirees, totaling over $380 million. That’s the combined player payroll of the Colorado Avalanche, Denver Nuggets, and Colorado Rockies! This included $3.8 million in One-Time Lump Sum payments to Statewide Retirement Plan payees.

↩ Benefit Approvals By the Numbers
In 2025, the Benefit Administration team processed 316 Member retirements and 63 Death & Disability Plan benefits. Of this year's retirees, 12% (37) selected either the new 75% Survivor or 75% Survivor with Pop-Up payment options.
Business Section: Investment Performance
FPPA’s long-term investment pool achieved an estimated 12.70% annual return. This boosted the pool’s average return since 1980 to 9.28%.
This year, FPPA evaluated 1,114 investment deals, but only accepted 3% of the opportunities we reviewed. This approval rating is comparable to the completion rate of the Navy SEALs program (~3-5%).
Braking News! FPPA on the Road

FPPA’s Relationship Management team logged over 20,000 miles to visit Members at over 220 departments! That’s a big jump from 98 departments in 2024.
Stakeholder Connections
Between Zoom meetings and phone calls, our staff spent 545 days (1.5 years) engaging with stakeholders in 2025. FPPA sent out seven types of surveys to Members and Employers, and gathered more than 1,100 responses.

Milestone Moments
Not only did FPPA turn 45 this year and become a certified Great Place to Work—our Executive Director Kevin B. Lindahl celebrated 25 years of serving Colorado's first responders!
